Qinghai Oilfield Implements Multi-dimensional Prevention and Control to Ensure Oil and Gas Production in Winter

On December 14th, as the Chaidamu Basin entered the cold season, the low temperature dropped to minus 15 degrees Celsius. Qinghai Oilfield strengthened the investigation and rectification of winter safety hazards, promoting the process through multiple dimensions such as all-staff participation in the investigation, professional supervision and verification, closed-loop rectification and cancellation, and digital empowerment. A "safety protection net" was woven throughout the oil and gas production areas of the entire oilfield.
Qinghai Oilfield focused on business areas such as crude oil production, natural gas supply assurance, and engineering technical services. Based on the requirements of the "Thunderbolt Action" for safe production, combined with the deployment of this winter's safety risk prevention and control plan, it strengthened safety management measures in a targeted manner to ensure the smooth and controllable operation of the entire winter oil and gas production process and efficient operation.
Focusing on the core links of winter crude oil production, solidly carrying out closed-loop governance of hazards. The oilfield focused on core needs such as wellhead insulation and equipment anti-freezing, and comprehensively conducted facility inspections and efficiency optimization. For key equipment such as wellhead devices, heating furnaces, and pumps, a "thorough inspection + dynamic maintenance" mode was implemented, with key rectifications of valve freezing, pipeline insulation layer damage, etc. At the same time, innovative introduction of unmanned aerial vehicle inspection technology to solve the problem of manpower inspection in remote well groups and high-risk areas, achieving the identification of hidden risks. In addition, in response to the complex road conditions in winter and the fatigue of personnel during this season, a "weather warning + real-time vehicle monitoring" mechanism was established, strictly approving special weather vehicle operations, organizing immersive safety education, and comprehensively building a "safety dam" for winter driving, providing a solid guarantee for stable crude oil production.
Guarding the winter supply chain of natural gas, focusing on the prevention and control of all-chain risks. The oilfield took "stabilizing production and preventing risks" as the core, building a full-process safety system from gas well extraction to pipeline transportation. In the natural gas development process, due to the characteristics of low temperatures in winter that can cause freezing blockages and equipment failures, safety valves, pressure gauges, etc. were regularly calibrated, and safety valve selection management for dehydration devices was strengthened to ensure equipment compliance operation; gathering stations strictly implemented anti-freezing measures, increased inspection frequencies for pipelines prone to freezing blockages, and thickened key parts of insulation layers, improving single-well early warning mechanisms. In the pipeline transportation process, key areas with high-risk concentrations and old pipelines were subject to risk assessment, and "one area, one plan" control measures were implemented; for parts of pipelines with freezing or blocking risks, effective anti-freezing and blocking measures were taken to build an "equipment safety barrier" for the winter supply season.
Building a barrier for engineering technical services and strengthening the prevention and control of all-process safety risks. In the control of construction operations, focusing on key positions, links, and processes, tasks were arranged reasonably, avoiding overloading and over-capacity operations, and ensuring material reserves and personnel and equipment management. Strengthening the rectification of hazards, deepening the construction of the dual-prevention mechanism, implementing the requirements of "winter insulation protection" and "winter ten prevention", and the direct line and territorial responsibilities， establishing a "hazard investigation - measure formulation - closed-loop rectification" full-process mechanism to ensure zero hidden dangers without any loopholes. Especially in the management of contractors for underground operations， strictly implementing the main responsibility of the construction party， strengthening qualification review， personnel training， and start-up acceptance， and eliminating phenomena such as "contracting instead of management"， to ensure the entire process of underground operations is under control.
